Construction Projects
Full construction project documentation in Tallinn and Harju County – architectural, structural, and utility-system projects for building permits, preliminary designs, main designs, and as-built documentation of apartments, private houses, row houses, office buildings, and commercial properties.
An Estonian building permit stands on a construction project – a coordinated set of drawings, calculations, and specifications that proves the plan is safe, legal, and buildable. Torudeabi 24 prepares the full documentation package required by the Building Code (Ehitusseadustik) and minister's regulation no. 97 on construction project requirements, for private houses, row houses, apartment buildings, commercial premises, and renovation projects across Tallinn and Harju County.
We deliver the preliminary design (eelprojekt) for the building-permit application, the main design (põhiprojekt) for tendering and construction, and the as-built project (teostusjoonis) for the completion notice – each produced by licensed architects and MTR-registered engineers. Every project bundle covers architecture (floor plans, elevations, sections, views), structural engineering (foundations, bearing walls, beams, roof), and technical systems (water, sewerage, heating, ventilation, electrical, weak-current), plus an explanatory note, energy-efficiency calculations, a fire-safety solution, and a landscape plan where required.
All drawings are drafted in AutoCAD or Revit following the ET-NCS classification and the Estonian Register of Buildings (EHR) upload requirements. We coordinate directly with the local building department, answer remarks from the municipality project reviewer, and move the project from first sketch to signed permit without the customer having to chase paperwork themselves.
What every construction project contains
Architectural part – a site plan built on the geodetic survey, floor plans at 1:50 or 1:100, four facade elevations by compass bearing, vertical and horizontal sections, a roof plan, the rainwater solution, and an explanatory note describing materials and finishes. For larger projects we add 3D visualizations for client presentations.
Structural part – foundation calculations and drawings (strip, raft, or pile), static calculations for bearing walls, beams, and columns, a roof truss or rafter calculation, reinforcement plans for reinforced-concrete elements, and an explanatory note with a material specification and bill of quantities.
Technical-systems part – a water and sewerage project with pipe sizing, a heating project (underfloor heating, radiators, boiler, or heat pump), a ventilation project (mechanical or natural, with heat recovery), an electrical project (main panel, distribution boards, sockets, lighting, earthing), and a weak-current project (internet, TV, intruder alarms, smoke detectors).
Additional documentation – an explanatory note, an energy performance certificate and the energy-efficiency calculation, a fire-safety analysis with rescue access solutions, a landscape plan, a noise and traffic study where required, XML files for EHR upload, and a consolidated PDF bundle that can be sent to every stakeholder.
Project stages and permitting procedure
Preliminary design – fixing the brief with the client, a geodetic base map, obtaining design conditions from the municipality, the site solution, a first version of the floor plans, facade sketches, and a preliminary energy certificate. This stage already allows the building-permit application to be filed through EHR.
Main design – the development of the preliminary design with accurate drawings, structural calculations, final technical-system solutions, and material specifications. The construction tender, the budget, and the actual building works start from the main design. Every subcontractor (structural engineer, electrician, ventilation installer) works from the same drawing set, which eliminates conflicts on site.
As-built project – changes made during construction are recorded on the drawings after works are complete, together with a geodetic survey, electrical measurement protocols, ventilation balancing reports, and a chimney-sweep certificate where applicable. The completion-notice (kasutusluba) application is filed on the basis of the as-built project – the last step before the building is officially ready for use and entered into the Register of Buildings.
