As-Built Drawings
Preparation of as-built drawings (teostusjoonised) in Tallinn and Harju County – documenting the actual state of buildings, utility networks, and technical systems after construction for completion notices, the Register of Buildings (EHR), renovations, and insurance cases.
An as-built drawing records what was truly built on site – not what the original design showed. Deviations always occur during construction: a wall shifted by 15 cm to dodge a beam, a pipe route rerouted around an unexpected obstacle, a socket moved to suit the final furniture layout. In Estonia, as-built drawings are mandatory under the Building Code (Ehitusseadustik) and minister's regulation no. 97 before the local authority issues the completion notice (kasutusluba).
Torudeabi 24 prepares complete as-built packages for private houses, row houses, apartment buildings, office premises, and outdoor utility networks across Tallinn and Harju County. Our surveyors and MTR-registered engineers measure the finished object with total stations, laser scanners, and GPS receivers, cross-check the result against the main design, mark every change, and issue signed PDF and DWG files ready for EHR upload.
We cover architectural as-builts (room dimensions, wall positions, openings, heights), structural as-builts (foundation layout, reinforcement placement), technical-system as-builts (water, sewerage, heating, ventilation, electrical, weak-current routes with node coordinates), and outdoor utility line as-builts (water, sewerage, rainwater, gas, electricity, and telecom with XYZ coordinates in the L-EST97 coordinate system).
What an as-built drawing contains
Architectural as-built – floor plans with the actual room dimensions, elevations and sections of the completed building, openings and their heights, floor finishes and ceiling heights, stairs and their run, terraces and balconies. Every deviation from the original main design is marked in red and accompanied by an explanatory note.
Structural as-built – the actual foundation layout and depth, the actual dimensions of bearing walls, the actual cross-sections of beams and columns, the reinforcement placement in reinforced-concrete elements, and the actual geometry of the roof structure. Where relevant we attach concrete strength test reports and steel certificates.
Technical-system as-builts – the actual routing of water and sewerage pipes, the positions of heating pipes and radiators, the actual layout of ventilation ducts, the routing of electrical cables and the contents of distribution boards, and the positions of the weak-current network (internet, TV, alarms, smoke detectors). Each technical system gets its own schematic and a list of components.
Outdoor utility as-builts – the precise coordinates of underground pipes and cables in the L-EST97 system, depths below ground, cross-sections, manhole positions, connection point data, together with geodetic measurement protocols and XYZ points of every element in digital form.
When and why as-built drawings are needed
Completion-notice procedure – without as-built drawings the local authority will not issue a completion notice. As-builts are submitted together with the completion-notice application through the Register of Buildings (EHR), where the project reviewer compares them with the original main design and the terms of the building permit. A well-prepared as-built speeds up the procedure and avoids document returns.
Future renovations and extensions – years after construction, as-builts are needed every time someone plans a renovation, extension, or change of use. Without them, no engineer knows exactly where pipes and cables run inside the walls, which leads to survey costs and construction delays.
Insurance cases and liability – in the event of a leak, fire, or structural failure, insurers demand the as-built drawings to establish the scope and cause of the damage. As-builts are also a legal document proving that construction was carried out in line with the permit conditions, protecting the building's owner from potential claims.
